Basically the switches control "bright" and "dim" for the main headlight. Modern rules call for the headlight on bright both day and night, and in addition call for "ditch lights" brightly lit if crossing highways at 20 mph or more.  Headlights are to be dimmed if clear in a passing track for another train. Back in the 1950s I'm not sure if the headlight was illuminated in the daytime or not.
