TV antennas mainly VHF only one UHF à would think round about after 1970

The Lada/Shiguli means not earlier than 1971.

The electricity Network seems to be only single phase or a IT network with 2 power lines  without ground.

Unfortunately the bord over the shop is not readable. Could be a pharmacy shop, but this type of board was not typical for GDR.
