Portsmouth have signed Colombia midfielder John Viafara from Colombian side Once Caldas, subject to securing a work permit for the player.
The signing ends a lengthy chase for the 26-year-old, who is a regular in his national team and is believed to have cost a Pompey at least £1.5m.
"We have signed another top-class player," Pompey chief executive Peter Storrie told the club's website.
"John is a box-to-box player and very competitive."
Viafara, who becomes Pompey's third summer signing after Newcastle duo Laurent Robert and Andy O'Brien, said the move fulfills a dream to play in Europe.
"When I look at where I come from and where I am now, I believe that I am a winner, I am a winner in football," said Viafara.
"This is my great dream and I see it being carried out.
"I always thought that the best thing that could happen to me was to play in Europe.
"And if it was in England even better, because I like the fast football, the velocity and the constant movement."
Pompey chairman Milan Mandaric said the signing was another example of the club's growing status.
"This is another great signing for the club," said Mandaric. "We are adding some real quality to our existing squad.
"As with our other pre-season signings we have again seen off competition from top clubs to sign John and that is a real statement from others about the direction they see the club heading.
"We have really got to work this month in strengthening our squad and John's signing is a further big indicator of our ambitions as the club contemplates its third season in the Premier League."

The Premier League has confirmed that Portsmouth have Newcastle United winger Laurent Robert on a season-long loan. It was reported the French winger, 30, had joined for around Ł2million.
But doubts were raised when it was revealed Robert would not be allowed to play against Newcastle.
It is understood Pompey have paid Ł500,000 to take Robert for a year with another Ł500,000 if they reach the Champions League.
They have agreed on a free transfer in two years if Pompey stay up.

His club are the interestingly named Once Caldas and apparently his "representatives" (sounds a bit suspect to me) are flying to Spain to tie up a £750,000 deal. I have a couple of questions about this; why does he need many "representatives", and what the hell is the reason for flying to Spain? Why not England, where Portsmouth actually is? Or have I missed something here? Maybe Spain is just sunnier which makes everyone happy so they want to do a deal. (Having said that, it's been bloody boiling down here today so maybe we should sign him in Gunwharf Quays and convince him the weather is always this nice).

At the time we were knee-deep in debt and having a football club to support was the main concern, let alone one playing in the top flight of English football. And now the man we let go for a cut price £650,000 is being linked with a return to Fratton Park. His spell at Coventry was fairly uneventful and so he went off to Spain and played for Osasuna; he's now available on a free transfer and rumours are picking up pace. What's more, Steve Claridge told "The News" that he'd be a good signing. So I'm convinced.
Ifeanyi Udeze A rumour from a couple of days ago, apparently he's going to meet the fan's un-favourite Velimir Zajec and discuss a £1m deal. Not many more details going on this one I'm afraid.
Pierre FanFan Quoted in the French media as saying, "I read in the press Portsmouth have an interest, I am in no hurry, I still have attracted clubs. Portsmouth have signed defender Andy O'Brien from Newcastle United for an undisclosed fee.
The 25-year-old Republic of Ireland international had spent four years on Tyneside after joining from Bradford City for £1m in 2001.
O'Brien made 172 appearances for Newcastle, 11 as a substitute.
He appeared to be staying at St James' Park when he signed a year's contract extension in January, but boss Graeme Souness has now allowed him to leave.
